Introduction to e-Service Book for Government Employees
To improve the accuracy and transparency of employee service records, the Government of Kerala has officially approved the introduction of the e-Service Book system for both Gazetted and Non-Gazetted State Government employees. This initiative is aimed at replacing the traditional physical service book, which has been used for decades to track employee service history.

Development and Approval of e-Service Book
As per the earlier government order, the Manager of SPARK PMU was assigned the responsibility of developing the e-Service Book module. During a high-level meeting chaired by the Chief Secretary on 31st May 2021, it was confirmed that the e-Service Book was ready for launch.
Following this, the Online Services Review Committee recommended the formal implementation of the system across all government departments.
e-Service Book Implementation: Effective Date and Conditions
The Government has carefully reviewed the proposal and decided to implement the e-Service Book across all departments with immediate effect. This transition comes with certain guidelines and employee classifications to ensure a smooth switch:
Employee Categories for e-Service Book Usage
Category A: Mandatory e-Service Book
- Employees who joined on or after 01/01/2021
- For them, maintaining a digital e-Service Book is mandatory
- Any physical service book already opened will be considered invalid
Category B: Physical Service Book Until Retirement
- Employees retiring on or before 31/12/2023
- They will continue to use the physical service book only
Category C: Hybrid Use
- Employees not covered under Categories A or B
- They must maintain both e-Service Book and physical service book until further notice
Importance of e-Service Book for Kerala Government Employees
The implementation of the e-Service Book will improve efficiency, reduce paperwork, and ensure real-time updates of pay revisions, promotions, increments, and other employee details. From 01/09/2021 onwards, every change in pay status—due to increment, promotion, demotion, or any other reason—must be updated either in the e-Service Book, physical service book, or both, depending on the category of the employee.
