Non Creamy Layer Certificate Guidelines

The 'Creamy Layer' is a term used to refer to the wealthier and better educated members of the OBCs who are not eligible for educational and professional benefit programs. Those with higher earnings are referred to as the ‘Creamy Layer’ and are not eligible for reservation.
